Cerkoryn submits the 75 ada minimum pool fee cut on its own

The bundle that would have cut the minimum pool fee to 75 ada expired at 34.5% of pool stake, and one epoch later the cut was filed again on its own, where pools have no vote. The new committee took office, and two treasury requests reached their deadline.
